For\u00a0more than four decades, the U.S. Army Communications-Electronics Command\u00a0Software Engineering Center\u00a0has been\u00a0a cornerstone of the Army\u2019s technological advantage.\u00a0Now marking a new era of service, the center has embarked on an exciting\u00a0new chapter, adopting a new name that reflects its ongoing mission and future direction?the Army Software\u00a0&\u00a0Innovation Center.\u00a0Building on its support?center origins,\u00a0CECOM\u00a0ASIC now plays\u00a0a central role\u00a0in giving American Soldiers a decisive edge on the digital battlefield.<\/p>\n
The Early Days: A Foundation in a Hardware World<\/strong><\/p>\n Throughout its\u00a0history, the Army\u2019s\u00a0software\u00a0offices\u00a0demonstrated\u00a0the\u00a0ability to adapt and evolve\u00a0in\u00a0a constantly changing\u00a0environment.\u00a0The SEC\u2019s story began in 1983 with the establishment of the Software Development and Support Center at Fort Monmouth, New Jersey, created to centralize software management for the Army\u2019s Battlefield Automated Systems.\u00a0In these early years, the world ran on hardware. Software, while important, was not yet the pivotal force it is today.<\/p>\n The center\u2019s creation was driven by the need to support massive, hardware-based programs that\u00a0required\u00a0extensive, coordinated software engineering.\u00a0Early large-scale initiatives highlighted growing software demands, particularly the Tactical Fire system for automating truck-based artillery fire and the Joint Tactical Communications program for digitizing tri-service communications.\u00a0These were followed by programs like?Mobile Subscriber Equipment, a multi-billion-dollar\u00a0initiative that underscored the critical need for a dedicated organization to manage the complex software lifecycle.<\/p>\n \u201cIn the 1990s, software did not drive systems the way it does today,\u201d\u00a0Jennifer Swanson, who began her career as an SEC intern in 1992 and later served as its\u00a0Director\u00a0from 2017 to 2022, said.\u00a0\u201cIt was a hardware-focused environment where development cycles stretched for years. Now, the only way to evolve on the battlefield is through software that can be updated daily, if needed. That is a very different need.\u201d<\/p>\n Despite this, the center, under various names, quickly proved its value. It played a key role in Operations Desert Shield and Desert Storm, earning the prestigious Association of Old Crows award for its electronic warfare support. In 1991, it became the first Army Materiel Command group to earn a Capability Maturity Model Level 3 certification, a significant achievement that underscored its advanced software capabilities\u00a0at\u00a0the\u00a0time.<\/p>\n A Shifting Battlefield: Dominance Through Digital Agility<\/strong><\/p>\n A major shift in 1996\u00a0consolidated\u00a0Army software operations under CECOM SEC, boosting efficiency and cost-effectiveness.\u00a0The SEC became a microcosm of CECOM from a software perspective, handling everything from research and development to project management and\u00a0logistics.\u00a0\u201cThey were responsible for full life-cycle efforts\u00a0\u2026\u00a0they did it all, for every system, from a software perspective,\u201d Ed Thomas,\u00a0former Director from 2000-2007, said. \u201cThe SEC was such a unique organization\u00a0\u2026 a rare combination of engineering, development, and operational capabilities, with the ability to go forward.\u00a0Not many\u00a0organizations have that lifecycle capability.\u201d\u00a0Thomas said.\u00a0This comprehensive role was vital as the SEC led Y2K readiness efforts to ensure the uninterrupted operation of critical Army systems.<\/p>\n In 2008, the SEC\u00a0relocated\u00a0its headquarters to Aberdeen Proving Ground, Maryland. The move shifted its mission from Fort\u00a0Monmouth, New Jersey,\u00a0due to the Base Realignment and Closure Commission. The SEC provided\u00a0life-cycle software products and services for a broad range of Army and Joint systems, including avionics, communications,\u00a0logistics, and intelligence. The center\u2019s work ensures warfighters have the advanced tools needed to succeed in any environment.<\/p>\n \u201cThe organization is not stagnant; it actively moves to where the Army is going,\u201d Stephen Kovacs, former\u00a0SEC\u00a0Acting\u00a0Director\u00a0from\u00a02007\u00a0to\u00a02008, said. This ethos guided the SEC through decades of rapid modernization.<\/p>\n Key accomplishments during this era include<\/strong>:<\/p>\n Revolutionized Aircraft\u00a0and Ground Protection<\/strong>:\u00a0During the Gulf War, the SEC\u2019s Army Reprogramming Analysis Team completely revamped the process for updating\u00a0aircraft\u00a0software that protects against surface-to-air threats. This overhaul reduced the reprogramming turnaround time from several weeks to 24-48 hours, providing a\u00a0lifesaving,\u00a0rapid-response capability. This process was later applied to ground-based systems,\u00a0such as\u00a0the\u00a0Counter Remote-Controlled Improvised\u00a0Explosive\u00a0Device\u00a0Electronic Warfare?Duke\u00a0system.\u00a0<\/p>\n Delivered Critical Infrared Countermeasures<\/strong>:\u00a0When Army helicopters were attacked by shoulder-fired missiles in Iraq, the SEC delivered critical software updates to enable infrared countermeasures. These software systems enabled\u00a0aircraft\u00a0to automatically deploy evasive countermeasures, directly protecting aircrews in combat.\u00a0<\/p>\n Received Commendation for Y2K Efforts<\/strong>:\u00a0The SEC\u2019s work on over 165 battlespace systems was so successful that it earned a Letter of Commendation from the Army Chief Information Officer\/G6, Lt. Gen. William Campbell.\u00a0<\/p>\n Pioneered Acquisition Efficiency<\/strong>:\u00a0In the early 2000s, the center developed a new acquisition strategy by\u00a0consolidating\u00a0over 50 individual software support contracts into two large omnibus contracts called Software Support and Engineering Support. This innovative approach\u00a0eliminated\u00a0duplication, reduced contract management overhead, and improved overall support for soldiers.\u00a0<\/p>\n Logistics Modernization Program<\/strong>:?The center was integral to the\u00a0initial\u00a0deployment of LMP, a massive undertaking to modernize the Army\u2019s supply chain. Based on its foundational success and deep\u00a0expertise,\u00a0the SEC was then tasked with\u00a0establishing\u00a0the Army\u00a0Shared Services Center,\u00a0a new organization designed to provide permanent, dedicated software support for the LMP system and its users.\u00a0<\/p>\n Intelligence & Electronic Warfare Support<\/strong>:\u00a0During Operations Iraqi Freedom and Enduring Freedom, the SEC executed a mission-critical\u00a0software\u00a0overhaul of the Guardrail intelligence software. The system was originally designed for a conventional battlefield\u00a0and\u00a0to look across a defined front line from friendly territory. To meet the demands of asymmetric warfare, the center\u2019s engineers re-architected the software, enabling the platform to conduct 360-degree surveillance. This fundamental transformation allowed Guardrail to continue its vital intelligence-gathering mission in a new operational environment without traditional battle lines.\u00a0<\/p>\n Received the Army Superior Unit Award<\/strong>:\u00a0The SEC\u00a0earned\u00a0the prestigious Army Superior Unit Award for its performance\u00a0of providing\u00a0software sustainment and technical support to the Army\u00a0during the 2007 calendar year.\u00a0<\/p>\n Centralized and Enhanced Field Support<\/strong>:\u00a0The SEC fused all its forward-deployed personnel\u2014including field support engineers, help desks, and call centers\u2014into a single organization with a direct reporting line to its headquarters. This restructuring significantly improved operational performance and efficiency, leading to the transfer of the Digital System Engineer mission from Program Executive Office Command, Control, Communications-Tactical\u2019s\u00a0Technical Support Facility to the SEC.\u00a0<\/p>\n The Modern Era: Forging the Army\u2019s Tech Company<\/strong><\/p>\n By the 2010s, the strategic importance of software in military operations had become paramount. The ability to update systems on the fly was essential for battlefield evolution, and cybersecurity had never been more critical. The organization\u2019s focus shifted to modernization to meet these new demands.<\/p>\n Field Support & Continuous Delivery:?The SEC placed Software Readiness Officers with every active Army division and corps. These officers provided\u00a0on-the-ground technical support. They ensured\u00a0that software delivered through the modern repository is effective and user-friendly in real-world conditions.\u00a0<\/p>\n Artificial Intelligence and Machine Learning:\u00a0The center developed and deployed AI Flow, a secure, Army-owned generative AI platform. It automates\u00a0and accelerates tasks for users across the Army. Work that once took\u00a0days or\u00a0weeks can now be\u00a0accomplished\u00a0in minutes.\u00a0<\/p>\n Joint Service Collaboration: The center\u2019s Army Reprogramming Analysis Team started a working group with the Navy and Air Force. This group shares threat analysis software, reduces redundant work, and enables faster responses to new and evolving enemy capabilities.\u00a0<\/p>\n Cybersecurity and Zero Trust Architecture:?The SEC took a leading role in policy development for the Army\u2019s Zero Trust cybersecurity framework, a crucial initiative to protect the service\u2019s data and networks from advanced cyber threats by adhering to a \u201cnever trust, always verify\u201d principle.\u00a0<\/p>\n Army Food Management Information System:\u00a0The SEC modernized the Army\u2019s web-based food service platform, which oversees operations for more than 800 dining facilities globally. The center developed custom\u00a0Application Programming Interfaces\u00a0to connect the legacy system to modern platforms, successfully enabling advanced data analytics, automated supply ordering, and convenient CAC meal purchases.\u00a0<\/p>\n This evolution was put to the ultimate test by global events. When Russia first invaded Ukraine, the organization\u2019s agility and readiness were paramount.\u00a0The SEC deployed a team to Germany to operationalize all Joint Battle Command Platform systems, ensuring full mission support capability.<\/p>\n The Heart of the Mission: People, Culture, and Leadership<\/strong><\/p>\n Throughout its history, the SEC\u2019s greatest asset has been its people. The organization has long been recognized for a culture that fosters growth and builds leaders from within.<\/p>\n \u201cIt\u00a0is a family-type organization where everyone tries to look out for each other,\u201d Kovacs said, adding that a guiding principle was always, \u201cYou can do no wrong by doing the right thing.\u201d<\/p>\n This environment was crucial for talent development. The Software Engineering Intern Program has been a cornerstone for decades, bringing in new engineers and providing them with hands-on experience and advanced education.<\/p>\n \u201cI\u00a0am grateful I had the opportunity to grow as a leader at a place like SEC,\u201d\u00a0Swanson said.\u00a0\u201cIt allowed me to learn. We all make mistakes, but\u00a0I\u00a0never felt a mistake\u00a0was something I was going to get punished for. That helps you become a more confident leader.\u201d<\/p>\n This practice of \u201cleaders building leaders\u201d created a foundation of trust and empowerment that\u00a0remains\u00a0central to the organization\u2019s success, a success recognized with the prestigious Army Superior Unit Award.<\/p>\n The Future is Now<\/strong><\/p>\n Today, as\u00a0CECOM\u00a0ASIC, the organization is\u00a0the Army\u2019s premier tech hub.\u00a0Software has never been more important to the Army\u00a0and CECOM ASIC is\u00a0its tech company.\u00a0There are many\u00a0skilled\u00a0professionals\u00a0at the forefront of delivering\u00a0cutting-edge\u00a0solutions in AI, cybersecurity, and data analytics.<\/p>\n \u201cWe are incredibly proud of our\u00a0history, because those decades of experience serve as the launchpad for what comes next,\u201d?Garrett Shoemaker, Director of CECOM ASIC, said.?\u201dSoftware is the foundation of the modern battlefield, and CECOM ASIC is drawing on that legacy to lead this future transformation for the Army as a whole.
